Looking at the memo posted
earlier regarding CP Para 8 sez that

The Visa Office requests that posts
which process IV's begin immediately
accepting I-140 cases for which
the beneficiary has filed I-824 request
for overseas processing and was last resident
in post's consular district.

As noted above such cases are not discretionary

The para above makes me think that Chennai HAS
to start accepting CP petitions IRRESPECTIVE of
I-824 getting processed or not

I would say most likely not because it is based on the disgression of the Consulate based on their work load and they can easily claim they are over stressed. But we can wait watch and hope and let's see what happens.
