changing consulate with case at NVC

I have previously asked help on this. Changing consulate from Mumbai to Chennai.

Today I talked to NVC operator who asked me to fax a letter with permanent address in India and then they will make changes to my case.

My case was entered into NVC system on Setp 14th. She gave me case number which is BMB ZZZ. That means Packet 3 might have been sent to Mumbai already.

How is it that NVC doesn't get permanent address info from INS. I remember while filing I-140 I gave my permanent address in India?.

Can I download Packet 3 forms and send them to Chennai and wait and request Mumbai to send my Packet 3 to Chennai.

Has anybody been in similar situation?

My lawyer was suggesting I file 485, file CP and goto Mexico, the new place announced last week and it might happen in 6 weeks.

Any help?.

NVC told me that they will sent the info to consulate at the same time your packet 3 was "physically" sent out(do not trust record message).

You can fill the downloaded form and send to consulate. Consulate may have trouble to process it if the forms are arrived before they receive the info from NVC.
