Hi,
My PD is nov 9, 1999. Existing visa cutoff date is nov 1,1999.
My I-140 was approved on 08/15, and was sent to NVC. When I call NVC, I get the message that my case is current and will send the required documents to attorney in 4-6 weeks.
Does this mean that I can send Packet 3 to the consulate even before my PD becomes current.
