NVC operator told me that my packet 3 was sent out yesterday. NVC automated system still reported that the packet 3 would be sent to the attorney on record within the next 4 to 6 weeks. Who should I trust?

I guess the NVC operator should be better informed.
But why you should wait for the packet III? Can not the NVC operator give you your case number and you send the downloaded forms to the consulate? -

Can you ask your lawyer why you can not proceed with the downloaded forms (assuming NVC gives you teh case number)? This information will be useful to many of us in the same boat.Comment

NVC operator also told me to wait till I receive the packet 3 from them. She specifically advised me not to send the packet 3 to consulate w/o receving it from NVC.Comment

The reason, the operator told you to wait is because NVC sends out packet 3 to you and the consulate at about the same time. And your information pertaining to the case including packet 3 takes about a month to reach India. But it is OK for you to send downloaded OF forms to India with a covering letter/sheet as soon as you know NVC has mailed your case to India. The format of the letter should be something like:
CASE NUMBER: BMB YYYY YYYY X
PA NAME: YYYY , YYYY , X
PREFERENCE CATEGORY:E2 – PROFESSIONALS FOLLOWING ADVANCED DEGREES [whatever applies to you]* * * * * * * *
PRIORITY DATE: 29JAN1998 [what ever applies to you]
FOREIGN STATE CHARGEABILITY: * * * * INDIAComment
