I sent my AC140 with a copy of my I824 to the mumbai consulate and it was received on the 15th. They sent it back on the 16th saying the date was not current.

At that time the new dates were posted on the Mumbai consulate but not on the state website and they became current on the 19th.

the fact that i send it earlier than it was announced, could be the reason to say the date is not current

When the priority dates are out, they are effective for the month that they are issued for.

In your case, the March 2001 visa bulletin mentioned that all dates upto Sep 1 1997 (for EB3) being current from March 1st. 2001.

Thats the reason why Mumbai probably sent your case back.

Try sending the packet after March 1st.
