Time To send documents from NVC to Consulate

Hi all,
My I-140 (chose CP) has been given a case number. Does it mean that the file is sent to Mumbai if not how much time usually ? Can I mention the case number on the pkt3 downloaded from the net and send it to mumbai ?
Does the consulate give an interview at a requested date ?

Simply go ahead and fill the packet 3 forms and mail it
to the consulate . That is what i did. U dont have to
wait for NVC to send u pacte 3
