Police Certification (Canada)

Does anyone know the best way to get a Police Certificate from Canada when you are not living in there and are a UK resident? I'm reading that it takes 120 days to process fingerprints but some sites say US Immigration doesn't need a fingerprint based check just a name based check. My husband is British and lived in Canada for about a year. Any help will be appreciated!!!

I got fingerprint report in one week, but used authorized scan agent at Toronto.
