PLEASE PLEASE PLEASE.... help me with certified copies

i need somebody's help here very badly. i been searching answer for this question about 3 days hrs surfing net. please somebody share his/her knowledge with me. i will b really appreciate that.
i don't understand what does means certified copies??
i looked at NVC website. i know it is not photo copies and then attested by notary public. i called NVC they told me. it should be signed and stamped by related authorties.
PLEASE can somebody tell me how can i get this in india [punjab]
i dont want send originals. i already sent my birth certificate to USCIS.
They didn't send to NVC .
i hope somebody will help me with this big problem.

u can just go to the notary and notarized all the photocopies but i suggest u to send all the original docs also...u can send via courier that is fast and safe....it cost u abt 900-1000 Rs...i sent my all original and notarized documents last month and nvc recieved that .....certified is not notarized ..For certified u have to go to the office from where original originated....so dnt woory abt all...just send original and photocopies ...

i sent my original already to USCIS. they didnt send back niether to me nor to NVC. SO i think i lost it. thats why i dont want to send original . but still i couldn't understand how we can get certified copy?
for example birth certificate certified copy just go to birth and death record office like [ health department ] and take your birth certi... photocopy with you and tell them make that photpcopy certified. tell them just write down any statement on photocopy this is true copy and stamp on that.
OR
make a other certificate same like originals
i know in punjab it is pain . they dont do the way we want
thats the only thing i hate india.
even little paper work waste your months and time
i will b happy if they just ask money and done their job right.
so any way i have two options
take risk lose originals
or begging indian clerks to do their work right way

in which city r u in punjab.....why did u send original to USCIS...USCIS never ask for original ((this is your fault)) ...now just make sure to retain all original docs.....because if u dont send original to nvc...then at the time of interview u have to show all original.....without original or certified copies thy will not give u visa..and they will delay your visa process.....Wat original docs u dont have ????

i sent only my original birth certificate to USCIS with AOS.
I will call or write them to return my certi..,
and i am from amritsar city in punjab. if u know how can i get these dam certified copies.
