I am sure most of you have gone through this. I have applied CP for my parents. To submit DS230 they need the birth cert and they never had one. So I am going to take affidavits as suggested in the instructions. Do they need the official statement also saying that "Birth was never registered" from the appropriate municipal authority? My dad was born in a different state altogether from where he finally settled down to
