Instruction Package from NVC?

Shall I get Instruction Package from NVC for MTL (Appointment Review posts) or only Standard Review post people get Instruction Package?
I am waiting for my priority date gets current and Instruction Package (MTL). I already paid the fee bill online.

paid visa fee online, emailed NVC, no answer, called, said packets has been mailed out on Sep 27th...waiting
