Procedure for applying for GC for Parents after my US citizenship

Greeting,
My wife just received her citizenship and would like to apply for GC for her Father who is in India now.. Is the process straight forward or do we have to go thru an attourney.

Could anybody give me a detailed step on how to proceed?
