Travel with VWP while consular processing

I understand that you can't travel outside the USA while AOS (until you get AP), so my question is:
can someone with a 2 year ESTA from country in VWP can travel (vacation) to the USA while in consular processing?

The trip will only last 3 weeks or so, and the person need to go back to finish their studies.
