I130 is approved. How long will NVC send visa application to Pakistan consulate

Hey,

I am US Citizen...based in Chicago. My wife is in Pakistan (she is Pakistani national). Her I130 has been approved. As per notice 1-797:

Priority Date: October 12, 2009
Receipt Date: October 16, 2009
Notice Date: February 4, 2010

Any idea how long National Visa Center (NVC) send her immigration visa petition to the consulate (Pakistan)?

F 4, I-130 Case Query

Hi, few days ago i received an email from USCIS that my case F4 I-130 has been approved and today i have received another which says as follows;

Post Decision Activity- On November 8, 2011, we shipped this approved or re-affirmed case to the Department of State for visa processing. For more information, please contact them directly.

What does this mean that i need to get in touch with the Department of State? Can you help me on this.

I submitted I-130 applicaiton for my husband (pakistan national ) in Aug 11, Can any body let me know how long does USCIS takes to approve it.
