IR-5 Visa for Parents - Interview Completed - Additional Medical Exam

Hello everyone! Curious if someone may be going though a similar situation. My mother and father completed their immigration interview at the U.S. Embassy in March 2020. Due to my father's pending additional medical exams, my mother did receive her immigrant IR-5 visa, while my father did not. Last week, I note my father's case has been updated, because the medical exam results have been delivered to the Embassy. I'm now wondering whether the Embassy put everything on hold, or whether they may still be working on these kinds of cases that are pretty much finalized (e.g., immigration interview completed, nothing else pending besides medical exams that are now available).
