Consular Processing from another Country other than Citizenship

Hi, I am planning get my Green Card (I-485) filed in EB1 through Consular Processing because AOS dates are not Current for India right now. Below are my questions:

1. Can the file be transferred to a 3rd country e.g. Canada or Australia instead of my country of Citizenship (India)?
2. Is it possible to transfer the file before I met my priority date?
3. Any idea how much time it takes to transfer the file or link where this could be checked?
4. Does file transfer times vary by country?
