(1) State can easily access your travel record just like state unemployment office.
(2) Yes you are right. But premium can be paid every month.

see this link it clearly states that if the SSN is not received within three weeks then you should contac5 the SSN office. As you scroll down the page, you will,find a
1-800 number.

I landed on 14th Oct, I too didn't get my SSN. I am going to local SSN office on Monday.

My parents received the IL for Dec 6. For the medical examination, I am clear to schedule it in a clinic. I am not clear if we should register for a biometrics appointment prior to the actual interview date. In the link that was included in the email, it says the fingerprints will be taken during the interview. But if you follow the link for the Mumbai consulate, it says biometrics need to be scheduled by creating a profile. Id on't see any appointments before the interview date. Any help on this is highly appreciated.
Also, does the applicants receive a printed mail to their home address regarding the interview or is the email sent to petitioner is all that you get from NVC?

Probably you changed the address during the visa process? In any case, though delayed, the SS card will come, rest assured.
