PCC validity earlier in this year, was one year and many people were handed 221(g) because of an expired PCC. Subsequently things changed and the consulate started adhering to what they have mentioned on their website. They clearly state that the validity of the PCC is two years from the date of issue. Since your mother’s DQ date is in September, she should expect to get the IL in August sometime, with interview probably in September end. The PCC will certainly be valid. Most of us in this forum who have now been interviewed procured a new PCC because of the ambiguity about the validity. Unless the consulate changes their decision about the validity, your PCC would work.
However, if I were you, and you have ample time up your sleeve, I would procure a new PCC.
