i-130 filling in new delhi...they accpet petition or not??

Hi...i m US citizen. And i got married with indian citizen girl. And i am here from last 3 months. Means i lived here for 90 days. So i am able to do petition for my wife frm New Delhi or not?? Bcoz i heard that they dont accept this type of application no more......is it true??? Anybody heard or know that, they are accepting..and if not accepting then what is thereason?? PLZ guys reply me.............THANKS A LOT.
