Shall I submit civil documents while pending PCC to NVC?

I am the petitioner (US citizen). I have submitted I-864 and financial documents today. My spouse submitted DS-260 form and uploaded required civil documents except PCC which is pending (applied for PCC).

While my spouse is waiting for PCC, would it be okay to submit rest of the civil documents?

Any suggestions?
