If your mom has not traveled on her IR5 visa and it has expired due to Covid reasons then kindly get in touch with NVC immediately. Otherwise, you can look up the travel.gov website for further instructions stated there

IR5 interviews for DQ Nov 2020 has been scheduled for April 2022. Now you can understand how much time it will take for NVC to schedule your interview. Due to such a back-log it is taking anything from 12 to 18 months as per my calculations. Best of luck.

Immigration category IR5 (parents of US citizens) with DQ date 30th Nov. 2020 have got interview letter. IR1/CR1(spouse of US citizen) are about 8 months ahead i.e. Aug-Sep 2021.
