Applying for green card for my mother. She does not have a marriage certificate (married in 1967 in India) and hence we added the reciprocity clause document in the NVC civil documents along with the relevant affidavits in the additional documents section. We have been unable to obtain a non-availability certificate. It has repeatedly been rejected by NVC asking for her marriage certificate. We don't know what to do. We opened a inquiry and that was closed with the same response. Anyone has had a similar experience? USCIS approved without any issues.
