Applying for visitor visa while waiting for IR5 interview appointment

Hi Guys

My father is DQ'ed and is waiting for interview appointment.
Can I apply for his visitor visa, do you know? I heard that visitor visa in such a case is difficult to get.

that is correct. I consulted couple of immigration lawyers that if my spouse can get visitor visa while we wait from NVC/Interview, but they said it's very difficult to get visitor visa once immigration visa is in process. Also, I heard that visitor visa has longest backlog, until 2024
