No Birth Certificates for Parents

Hello,

We are planning to process green cards for my parents . They are 78 and 85 yrs old. They do not have a birth certificate,. It is difficult to find someone older who could give them an affidavit of birth . Is there any exception to the birth certificate requirement for such aged pople?
