I have my I-140 approved petition forwarded to National Visa Center. They sent me an invoice and I already paid all of the fees. Now I’m in the step where I have to provide all of the documents like birth certificate, court records etc…
My question is:
Since my priority date is October 2006 and now for EB3 priority dates are 22JAN2005 will NVC schedule my interview or they will wait for dates to be available. According to NVC web site as far as I understand they should schedule one. Since they didn’t notify me that they will put my petition on hold:

If your Priority Date meets the most recent Qualifying Date, the NVC will:
1. Invoice you for your visa application fees
2. Collect your visa application and supporting documentation
3. Hold your visa petition until an interview can be scheduled with a consular officer at a U.S. Embassy or U.S. Consulate General abroad.
If your Priority Date DOES NOT meet the most recent Qualifying Date, the NVC will notify you and hold your petition until your Priority Date meets the most recent Qualifying Date. The Department of State updates the Qualifying Dates on a monthly basis.
