Put a hold on immigrant visa call for one family member

We have a immigrant visa call for the whole family in December. But one of the family member does not want to go to the US at this time.

The rest of the family does want to take the immigrant visa and go to the US at this time.

What should we do? and how should we do it? Can anyone advice on the options/

As long as the holdout is not the PRINCIPAL beneficiary, just say goodbye.
