Is biometrics appointment needed before IR5 interview?

My mom has a scheduled interview for parents green card at the Mumbai consulate in August.

I'm confused by the instructions from different sources on what's required before the interview.

Does biometrics need to be done before the interview?
If yes, can anyone please share instructions on how do get it scheduled through ustraveldocs?
