Immigration visa bundle with open sealed envelope

I had my immigration visa approval at mumbai consulate but when I received my passport in courier one week later there is a yellow envelope marked 'DO NOT OPEN' unfortunately the envelope was not completely sealed, one side of the document is completely open and there is a diagonal cut at one of its edge.

Please let me know if this is normal, if not how to fix this envelope? Can I go to mumbai or chennai consulate w/o appointment ? or How to get a appointment for this ?
