Filing i-864w form at CEAC portal

Our petition i-130 and waiver i-601a were both finally approved and now I am trying to submit the supporting documents in the NVC CEAC portal so they could schedule me a consular interview abroad. My spouce(the petitioner) won't qualify for filing the i-864 form Affidavit of support due to not making enough income. On the other hand I(the beneficiary) have the required 40 credits from SSN to be able to fill out the 864w form for exemption. So we uploaded the 864w underneath my spouse's name, alongside with last 3 years of my w2 and proof from the SSN that I have the 40. They accepted all the documentation, but denied the 864w with the additional message that my spouce doesn't qualify for this. Did we make a mistake filing it? Should I have added myself as a family member 1st and then file the 864w? And in this case would we need a 864a as well?
It's quite confusing. Hope someone has had the same issue..
