Birth certificate with missing Mother's name

If a Mother's name is missing from the birth certificate of an applicant who is applying for an IV, and it only has the father's name, will the birth certificate plus an affidavit or statutory declaration from a sibling to declare that they are the person mentioned in the certificate suffice?
