I-130 for my brother and sister

Dear Sir/Madame,

I have question for to file form I-130 for my brother and sister, who are 25 older and married and lives in India. We are living in Chicago, IL

I am a US Citizen so I can apply for I-130 for them but at the same time my parents who are going to become US citizen too in couple months; so they can file I-130 for them too.

Therefore, would you be able to tell us who would supposed to file in order to move this file faster? What is the difference for processing time between these category?
