Question about PCC

First of all, does PCC stand for Police Clearance Certificate or Passport Clearance Certificate? Are they one and the same? I hear these terms and I am confused. If they are the same, where does one get it from? Local police office or passport office?

Husband hasn't gotten interview letter yet. But he was in his hometown and just got the police clearance certificate from the local police station. Is that valid for immigration purposes?
