Question about Police Certificate

Situation
Consular Processing Visa
I have stated in the G325A that my wife resided in Bahrain for exactly 1 year where she worked. She is from Nepal. We are unable to obtain the police certificate from Bahrain due to the condition of the country and lack of an embassy in her area. I am gathering documents for Packet 3 for the Affadavit of Support.

Question
Do I need to supply a letter explaining my case to why I cannot obtain this certificate? Or should I not supply it and wait for NVC to come back, if needed? Anyone have experience in this situation?

I have read online that it is needed for more than 12 months. Not 12 months or more.

I am debating to myself if I should supply a letter or just wait to see if they come back to me for it. I wish I could supply everything that the NVC wanted. Obviously, I want to go the route that will get her to come here the fastest. It has already been 9 months. I have seen her 3 times since getting married and submitting her petition. Our petition package is extremely thick, full of proof of our marriage.

Please help.

i am in the same situation as well, but its about my brother and he stayed in new zealand for more than one year and NVC is requiring for him to have police clearance certificate from new zealand....i have posted question about how to obtain it and i no for sure that by the time your wife will have interview they should send you checklist letter saying you need to have it.
