Administrative Processing - Name check issue

My husband had his IR1 interview at US embassy in Riyadh Saudi Arabia on August 8th, 2011. His visa was approved, but he was put under administrative processing. On September 19th when I called the embassy to check the status of the visa application they told me that the name check was complete and they just got security clearance. The man told me that it still needed to go through one more department and visa should be stamped in 2 weeks. Today I called them again to see when we can expect the passport. The same man told me that the visa was good to go, but there was a last minute problem and additional security clearance was needed b4 visa could be stamped. I am totally confused now. If they had already got security clearance why do they need to do it again? does anyone know what might have gone wrong? any insight will be appreciated.
