Passports retained after interview

My family was scheduled for an immigrant visa interview (F4) on August 18,2011 in Isl,Pakistan.We had filed our case in 1998.The interview went well,we werent asked for additional documents and they kept our passports with them and told us that we'll be contacted by the american express within 6 months.Its been almost 3months now.Usually,people I know had received their visas in approx 1-2 months.I am confused by this anomality.Is it possible that we may not be granted the visa at all and our passports may be returned as it is ?
