Am I eligible for extension of H1b after my visa expired

My h1b issued on 13dec2007 - 21September 2010.
After I transfered h1b , H1 got extended till 18August2011.

I came back to India on Dec 15 2011. got stamped visa for 15March2011 - 18Aug2011. I was in india and did not go USA till 18Aug2011. Due to personal problems.

1. Now can I apply for visa extension for the same employer ?
2. Am I eligible for transfer to another employer?

Any employer can file a cap-exempt petition for you at any time. After approval, you can apply for Visa like before at a US Consulate/Embassy and then travel to US to work for the petitioner.
