I Need Some Help Regarding DV Lottery

Just today I got the membership of this forum and I am really glad about this because I have been denied for access in several other forums and I really don't know why is that actually. OK whatever the reason might be I want to move towards the point that actually I want some help over. I have been selected for the further processing in DV lottery for the year 2013, which is pretty awesome, but I have several questions buzzing me all day long, which I would like to share here. First of all I would like to confirm myself is the confirmation letter named as "First Letter" ? Also, how long does it take to get second letter after submitting the DS 120 and DS 230 forms, (I submitted it nearly a month ago, i.e. may 4, 2012)? And another thing that is really bothering me is, I have been already rejected for "STUDENT VISA" twice before, so will I be equally eligible compared to other selectee (both of the times I have been rejected for the same reason, i.e. "I can't afford the college")? Any sorts of helps are appreciable.
