thai birth certificate

I am applying for a green card and I am hoping to get my wife one also.

My wife is Thai. She has a national thai ID card, a masters degree from a top US university and Thai passport etc.
Unfortunately, she has no birth certificate here ( In Canada) and has been unable to get her family to send one over.
She has become estranged from her family , over the years.
Does anyone have any advice that could help us ?
Either how to get a Thai birth certificate or if we need one, for a green card, with the other material we have

according to the rules, if no birth certificate is available, then any of the following will help

1: Education certificate showing date of birth
2: passport from oiginal country showing date of birth
3: sworn affidavit by atleast 2 people stating your DOB

ask a lawyer, he will tell you about the rule.
