Hi,
I was arrested for not wearing a seat belt. My finger prints and photographs were taken and after paying ticket for not wearing a seat belt was free to go. So Should I answer yes or no for "Have you ever been arrested or convicted for any offense or crime... on DS160 form?. This was in TX, USA. I understand that this was an arrest but for a seat belt violation should I answer YES, will the embassy database have records of a non-criminal case also. I simply do not want to complicate my visa stamping by answering YES for a minor thing.
