H1B employer change on fresh petition while visa status is under 221g

HI ,

I got my h1b petition approved . when i went for visa interview , officer asked me to bring few more tax related docs to be provided by employer.
since then my visa status is under admin processing. unfortunatley my employer is not ready to provide these docs to me.

May i know if i can change employer at this stage using same cap exempt petition . if yes , how long it may take in processing .

Pls help...
