Being a citizen and OCI holder, can I transfer the agricultural land that is my brother's name to my name? Does the inheritence meaning is only it has to come from parents or sibligs as well? I purchased a agricultural land along with my sister and brother. Now, can I get it transfered from their to my name alone?

Inheritance means parents and above. Does not include siblings.

Therefore, you can't do what you are trying to do.

So IF one has not applied for Citizenship yet. Would you recommend that they transfer the land in theirs name before applying for citizenship? If they do that, would there be any complications? And what kind of attorney would be helpful for people in this kind of situation?

Citizen of US, but the properies are in India. so one should consult a attorney here in US or do they need to work with Attornies in India? And what kind of Attorny should one consider to have?

Rules don't change because you take US citizenship or not.

Rules are based on whether you are resident of India or Non Resident Indian (NRI).

As you are already NRI, it does not matter whether you become US citizen or not. Same thing regarding this matter.
