need help - where to get a self addressed envelope for passport

I need to apply for a fresh passport as mine expiring in two months.

I am pretty new here. I don't know where to get a self addressed envelope.

I inquired at usps and fedex,

I can use usps priority envelope and buy delivery confirmation for tracking. is that good and safe?

Fedex guys told, it is not possible. is that correct? I tried creating a label online from fedex but how can I can specify a date and from address.

If possible I want to go with fedex or ups as it is good for tracking. If anyone knows how to do it, please help me.
