Hello, I've searched extensively on this site and all over the web and despite numerous phone calls to various agencies, I can't find a solution to my problem.
My friend is trying to travel to India and he needs to apply for a visa, but we've been told that he needs a renunciation certificate. However, he has lost both his passport and his naturalization certificate and there is no means for locating them. He is suffering from severe dementia so there is no hope for finding these missing documents. I believe he was scheduled to see a neurologist in India, but this is clearly out of the question at the moment.
The only possible solution I've seen so far is to fill out the N-565 Replacement for Naturalization Document. However, it will supposedly take about 5-6 months for the documentation to be approved in addition to paying the $345 fee. My friend has absolutely no family to stay with and I received an unexpected call to pick him up from the airport where he was refused travel only a few days ago. I was fortunate enough to be able to take a few days off from my job but I have to return to work soon or I will lose my job. My friend needs 24/7 supervision due to his condition.
I am going to try to and speak with the Indian consulate at the first available opportunity but I'm at a loss as to what, if any, my other options are. Time is absolutely crucial but I have no one to reach out to and my search for helpful information has been fruitless so far. Thank you to anyone who can offer me guidance or advice as to what I can do at this point.
