Applying for a Re-issue of passport after 10 years

My passport is going to expire in september.
Has anyone applied for re-issue of passport getting expired after 10 years through this website. When I choose the link to Apply to postal passport and fill out the application it is asking me to get an
appointment for the consulate. Do we have to visit the place now for getting passport re-issued?
