Passport renewal - address to which the docs to be sent

Hi,

My passport is going to expire in few months and I have filled out the details and other documentation as per the new instructions by the BLS International website.
However the site isn't clear on where the documents have to be sent - whether it is the BLS office address or the consulate address. I mailed them but I haven't received any information till now.

If anyone has experience with this, please let me know. Your inputs and help is much appreciated.
