what if one certificate is false?

I met a person from India having 12th certificate as duplicate, but he has completed his graduation and all other certificates are original. My question is if the officers from passport office verify each and every certificate from the respective university or they have some facility to verify all the certificates?
If he got passport, then Is there any chance of getting him caught, while applying for passport and can he get visa in future without any fear, if his skills matches the criteria or again there will be some verification for visa.

I expect answers form seniors and experienced.

There is always a chance of getting caught if he has done something wrong.

However, I don't think passport office checks the validity of your educational certificates.

Thanks for the reply and I agree that there is always a chance for being caught, but I was looking for some option that if he can get passport or does they check every certificate from university, which I was thinking is not possible always.
