OCI application for PIO person: original PIO card needed?

I need to send in an OCI application for a minor US citizen who already holds a PIO card. The consulate's oursourcing vendor, BLS, is asking me to send the *original* PIO card along with the initial application. This is contrary to what the Govt of India's OCI application form instructions say. Has anybody had any experience with BLS in this matter?

PS: I know that the original PIO card needs to be sent in once the OCI papers have been received from New Delhi. My question is, why are they asking for it in the very beginning?

BLS staff in Washington DC are not adequately trained and have poor performance. They ask for more documents than what is listed in their website.
When I went in person, I was handed a copy of check list which is different than those of their BLS website. Few days ago, only 1 copy was needed and now I see 2 copies of documents are required. It's like weather channel or stock market.
