Passport renewal for minor

Hi,

We have to renew the passport of our minor kid.
I am trying to fill the forms and not clear on whether we have to appear in person at the consulate. Our jurisdiction is Washington DC.

So how does that work. We fill all the forms and send to BLS address and then appear personally at the consulate?
Also the passport is expired one month ago.

Please help.
