Surrender certificate

I became a US citizen in 2010, September 14. I didn't know I have to cancel my Indian passport and get the surrender certificate. Now we are going to India for vacation in november and I have to get Indian visa for my US passport which requires the surrender certificate. My question is if I send my Indian passport for cancellation on September 9, 2013 will I get charged for the late fee of not returning Indian passport?? (Indian passport has to be cancelled within 3 years of getting foreign citizenship). It will be 3 years for me on September 14th, 2013.

Can someone please help ASAP. Thanks.
