Renunciation/Surrender Certificate - need your views

Hello Members,

I need some clarification regarding renunciation and surrender certificate Rules/Penalties.

I became US Citizen 20 years ago, then my Indian passport had already expired and it was never renewed.No other services were availed on the Indian passport, infact other than a photocopy, I can't even find the expired passport.

I got a US passport in 1994 and have traveled on a 10 years Tourist-Visa for India couple of times. I was never asked to surrender my expired passport at that time. My 10 year visa expired last year.

Now I need a new Visa for an urgent visit to India and later intend to apply for OCI.

Would I be facing any penalties, since I lost my 20 years expired Indian passport?

To apply for a new tourist visa, do I need a Surrender/renunciation certificate? as all I can provide to BLS is 23 year old photcopy of the lost/misplaced passport.

What kind of fees and panelties I will have to pay?

If some one have answers, please share your opinion.
