Urgent help needed- Passport renewal-Marriage certificate native and English language

Hi,

I am applying for my indian passport renewal after 10yrs and with status as 'Married' while getting notarize the documents before sending the application to BLS, Notary public refuse to notarize the marriage certificate saying the marriage certificate is in both english as well as native language and they notarize only if it is purely in english? . I never heard such a thing. Can someone help me out what to do in this case?.
